Dr. Paccione earned a Bachelor of Arts from Stanford University, a Master of Education from Colorado State University, and a Doctor of Philosophy in Education and Human Resource Studies from Colorado State University. Throughout her distinguished career, Dr. Paccione has broken barriers and created opportunities for others. She served as Executive Director of the Colorado Department of Higher Education from 2019 to 2026, where she championed initiatives designed to increase access to higher education and strengthen student success across the state. Among her most impactful achievements was creating legislation that provides free college opportunities for foster youth and homeless high school students in Colorado.
Her public service career also includes serving as a Colorado State Representative for Fort Collins from 2003 through 2007. During that time, she became the first African American woman to lead the Democratic majority caucus in the Colorado House of Representatives and made history as the first African American candidate to appear on the ballot in Colorado for the United States Congress in 2006.
Beyond government service, Dr. Paccione has consistently demonstrated a commitment to leadership and inclusion. She made history as the first woman to coach boys' varsity high school basketball in Colorado, further reflecting her dedication to challenging barriers and expanding opportunities for future generations.
