Charles specializes in the energy sector of legal services. He has been involved in numerous international and domestic transactions in the energy sector and as an active commercial litigator in the energy industry. Charles is an internationally recognized authority in the field of energy industry regulation, and has held a number of high-level government positions in the field.
In addition, Charles served as general counsel of the U.S. Federal Energy Regulatory Commission (FERC), where he was the agency’s chief legal officer with jurisdiction over natural gas sales and interstate transportation and storage of natural gas, wholesale sales and transmission of electric power, transportation of crude oil and refined products by pipeline, and licensing of US hydroelectric facilities. Charles has also served as energy advisor to the governor of Texas and as the Texas official representative on the Interstate Oil Compact Commission.
Charles attended the University of Houston Law Center where he earned his, J.D., magna cum laud.
